We reviewed Google's user personas, mapped the key user flows, and worked from Google's product roadmaps. That let us prioritize functionality against the teams' KPIs instead of building everything at once.

We built a design system on Google's Material Design that standardized components across both communities, while leaving each team room to build and improve its own space.
